In 1995, Simmonds retired from politics. He was appointed as the Governor-General of Saint Kitts and Nevis in 1996, and served in that role until 2007.

Simmonds died on November 24, 2021, at the age of 85. He is remembered as a respected statesman and a key figure in the history of Saint Kitts and Nevis.
